本次PR主要修改了 bsp/qemu-vexpress-a9 的两个问题：

1 修复了 bsp/qemu-vexpress-a9 若干代码编译报警告（-Wimplicit-function-declaration）的问题；
2 补充了 bsp/qemu-vexpress-a9 下的 README 文档，主要新增了启动脚本在Windows下和Linux下运行的补充说明，在Windows的env环境下和Linux命令行环境下，均验证通过。
