[Bug]: Players unable to draw on Token layer

Describe the Bug

The drawing tools (except the delete and text drawing tools) are disabled for player clients.

This is new in 1.16.

To Reproduce

1. Start a MT server.
2. Connect a player client to the server.
3. Open the Drawing Tools on the toolbar to find all drawing buttons disabled.

Expected Behaviour

Players should be allowed to use all drawing tools on the Token layer.
