Config automatical generation

This pr has two advantage:

1. to alleviate our manual work to generate numerous kernel configs
2. by adding several restrictions when generating configs, to provide more flexiable kernel generation for upcoming new feature, like h*w padding, c/k padding, fp16, etc.
