rpm: adjust SELinux snippets for relabeling

Adjust according to https://fedoraproject.org/wiki/SELinux/IndependentPolicy#Creating_the_Spec_File

Specifically, when %selinux_relabel_post is used, %selinux_relabel_pre
needs to be there too.
