Document qubes-fwupdmgr #8813

The problem you're addressing (if any)
There exists something called qubes-fwupdmgr, but there doesn't appear to be any documentation for it. I'm betting many users don't know:
- That it exists
- What it's for
- Why anyone would want to use it
- When they should use it
- What the requirements are
- How to actually use it
etc.
The solution you'd like
Someone who has at least some basic understanding of qubes-fwupdmgr should write some basic documentation and submit it to qubes-doc.
The value to a user, and who that user might be
All Qubes users would have a better chance at understanding qubes-fwupdmgr. Qubes users who would actually benefit from qubes-fwupdmgr would have a chance at recognizing that fact and being able to do something about it.
