This PR adds the Persian translation of the first lecture ("About these lectures").

As this is independent of the english language version, we can drop the -fa on the md file name.

I'l try and setup the jupyter-book infrastructure this afternoon, before the planned meeting.

I’ll continue with the next lecture following the updated naming style.

Also, just as a reminder: since Persian is a right-to-left language, please let me know if there’s anything specific I should do in the markdown files (or config) to help support RTL formatting in the Jupyter Book. I’d be happy to adjust anything if needed.

I will do some research about the RTL formatting. Jupyter Book doesn't have much support for internationalisation yet, but it is something we would love to expand. Currently Jupyter Book will show the script as it is shown in the markdown file, so if it is possible to write in markdown then that might be the best option at the moment, but we can certainly work together to find a good technical solution that works for both author and publishing.

Thanks for teaching me about Persian :-).
