Add PyPI, Python version, Built with Rust, and license badges to the Rust README. Add readme field to pyproject.toml so PyPI displays the project description.
Replace the push trigger with pull_request closed event and a conditional check so tests run on PR activity and merges but not on direct pushes to master, saving CI credits.

Refresh logo SVGs with new design, replace legacy favicon/tile images with modern favicon-96x96 and web-app-manifest icons, simplify HTML meta tags, add core and core+rust install tabs, and quote pip extras.
Replace plain markdown lists with styled HTML card grids for notebooks, dashboards, tutorials, articles, videos, books, and community links. Add supporting CSS for resource cards and responsive grid. Remove unused cookbook image and heading emoji.
