Added a new GitHub Actions workflow for Docker image publishing and removed the stale issue workflow. Refactored the Dockerfile for improved build flexibility and multi-arch support. Updated documentation and site configuration.
Added 'workflow_dispatch' to Docker, Python publish, and test workflows to allow manual triggering. Introduced concurrency control to the test workflow to prevent overlapping runs.
