Problem

#117 的 unconditional @-mention net 機械層目前只接線 idd-issue（gh-egress 唯一 caller）。但 #117 的標題場景是 comment @mention — idd-comment 與 idd-close/diagnose/implement/verify 的 comment egress 仍走 raw gh issue comment，無 mention net、無 privacy nets。Cluster verify（security 117-2 + DA-117-2）指出 headline scenario 的機械 backstop 尚未生效（rule prose 層已 unconditional，但無機械 enforcement）。

Root Cause / Analysis

#202 Phase 1 只接線 idd-issue（最高風險 authoring path）；#117 的 mention net 掛在 gh-egress 上，所以 headline scenario（comment @mention）的機械 backstop 至今未生效 — idd-comment 與 diagnose/implement/verify/close 的 comment posts 仍走 raw gh issue comment。這不是新設計：privacy-scrubbing spec 已涵蓋全部 egress sites（"spec covers them, implementation deferred"），本案是把既定 spec 的 Phase 2 執行完。
