verifyFunctionExecution throws an error when input program has imports.

Reasons

verifyFunctionExecution is missing an imports optional argument.

@pa-long - I integrated the work you did into #1019. It needed to be expanded to accept the proper verifying keys, but the approach to importing programs into process was able to be built upon and thus your commits will enter into the commit history when the PR is approved.
