URL Decode not happening?

Request (GET) /viaroute?loc=48.8588%2C2.3469&loc=52.3546%2C4.9039 returns a 400 bad request.
This is unexpected (see that the loc parameter values are encoded %2C==,).

When using /viaroute?loc=48.8588,2.3469&loc=52.3546,4.9039 a 200 in returned.
