Check polyline thresholds

It appears that polyline encoding thresholds are not tight as they were chosen many moons ago when the implementation had a couple of quirks. Trial and error to get better ones.

Done and done. Output polylines are now much smaller. Even on z18 it saves roughly 50% of the geometry.
