Cycles dont route over ferries

The bicycle profile seems to be ignoring the bicycle=yes on route=ferry leading to suboptimal routes.

This is somewhat related to Bridleways with explicit access tags: #3335

@wieringen if you want to give it a shot here's what I would do:

• Check the current Cucumber tests in features/ for related scenarios. Copy a simple scenario and make tests for exactly the behavior you want with the tags you want to allow.
• npm install will get you the required Cucumber packages npm test will run all tests. If you only want to run your test do cucumber features/path/to/my.feature. Your test will run, but fail.
• Make yourself familar with the profiles under profiles/ and see how we determine routability for your specific scenario. Specifically focus on bike.lua.
• Figure out what needs to change and whitelist your tags
