github-actions: Use constraints file instead of pre-installing packages on x86 #2584

Some python packages no longer provide x86 (32bit) wheels, and the CI build environment is not good enough to build all of them from source. Restrict versions of these packages in env_contraints.txt instead of pre-installing the old versions.
