ASCII output overflow bug #8

ipec_singcoup ascii fails at very small numbers. For example:

0.00000000E+00 2.76269525-315

This seems to happen for "Phi", but must be a more general problem with the ascii formatting.

Recommend a utility function that floors small numbers to 0 and large numbers to 9e99.

    Alternatively, we could change all es16.8 formats to es16.8e3 (http://stackoverflow.com/questions/24004824/for-three-digit-exponents-fortran-drops-the-e-in-the-output).

    Note we use r8=SELECTED_REAL_KIND(13,307) so we have 13 significant digits and an exponential range of at least 307. This is a little less than "double precision" dp = selected_real_kind(15, 307) which recommends es26.16 for lossless I/O (http://www.fortran90.org/src/best-practices.html). But fortran doesn't mind the stealing of "E" for the 3rd exponent.
