Public Release #1

Goal:
We should provide and maintain a public release of the package at both PPPL and GA.

Solution:

• Build the master branch on portal and confirm everything works.
• Tag the master branch with semantic versioning (i.e. 3.0.0)
• Use the github web interface to create a release and include the compiled files

Result:
This will create a nice zip file that can be used to distribute the software without including the git version controls.
