Overview
prime lab setup now bootstraps a Lab workspace with bundled workflow skills by downloading a standard set of skills/*/SKILL.md files into .prime/skills/.

The setup script is refactored to add sync_prime_skills() (and a dedicated sync_endpoints_config() helper) and runs the skills sync as part of run_setup; tests add coverage for the new download behavior. Documentation is updated to reflect .prime/skills/ as the canonical entrypoint and to standardize endpoint configuration on configs/endpoints.toml (dropping .py examples).
