Introduces a new host-facing CLI plugin surface and workspace-python resolution logic used to spawn subprocess commands; mis-detection of the interpreter or module availability could break prime command execution. The uv pip changes are low risk but affect environment installation behavior across all install paths.

Overview
Adds a Prime CLI plugin contract under verifiers/cli that exposes command module entrypoints (e.g. verifiers.cli.commands.eval) plus build_module_command(...) for prime to invoke verifiers commands via python -m, including logic to resolve a workspace/venv Python executable.

Updates environment install utilities to consistently run uv pip with --python sys.executable (via a shared helper) so installs/checks target the active interpreter, and adjusts tests accordingly. Documentation is expanded in docs/development.md and docs/reference.md to describe the new plugin API/version and contributor guidance.
