V3 Search and Install Should Populate Dependencies

• Make sure you are able to repro it on the latest released version

Steps to reproduce

Finding a resource from a V3 server repository does not populate the Dependencies property of the PSResourceInfo. Installing dependencies from a V3 server repository will only install parent, not dependencies.

Expected behavior

Should find or install dependencies

Actual behavior

For Find, the `Dependencies` property is not populated, for Install, the dependencies are not installed.
