APT doesn't install particular version

Prerequisites

Summary

When running the example in the PR reference documentation #929, the particular version is not installed.

Steps to reproduce

1. Run: dsc resource set --resource DSC.PackageManagement/Apt --input '{"packageName":"nginx", "version":"1.24.0-2ubuntu7"}'

Expected behavior

Version 1.24.0-2ubuntu7 is installed

Actual behavior

Version 1.24.0-2ubuntu7.3 is installed

This was by the initial design with an intent to support version pinning in a future release, iirc.

I think once we have a Python adapter, it may make sense to have supported apt/yum/etc... DSC resource. Trying to maintain a package manager resource in BASH script is going to be too cumbersome. I think one question is whether we need to have Linux packagemanager specific resources or if they have enough in common that we abstract it to a single python resource that knows the right args to call to apt/yum/etc...
