fix(analytics): drop exceptions captured from local dev servers

Changes

posthog-js on posthog.com captures $exception events even when the site runs on localhost. As a result, Gatsby's fast-refresh / HMR dev overlay errors from a developer's local dev server (http://localhost:8001/...) get sent to the production error-tracking project and spawn fresh issues there — pure dev noise with zero user impact.

This adds a before_send filter to the generated init snippet (gatsby/onPreBootstrap.ts → static/scripts/posthog-init.js) that drops $exception events when the hostname is a local dev host (localhost, loopback addresses, or *.local). All other events and all production traffic are unaffected.

The overlay errors themselves (e.g. Cannot parse given Error object from error-stack-parser-es) are dev-mode artifacts, not a bug in any component, so nothing in the site's components needs to change.

Eager-graph budgets are report-only until a baseline is established. Sizes are gzip of public/**/*.js; eager size is webpack module source bytes for the modules actually shipped in the entrypoint's initial chunks (post-tree-shake).
