Error loading polymer if window.location.hash is not null

If I load the reduction with hash.html#/foo, I get these errors in chrome:

Uncaught TypeError: Cannot read property 'attributes' of null loader.js:84
Uncaught TypeError: Cannot call method 'dispatchEvent' of null template_element.js:1218

The issue is caused by urlToPath() in HTMLImports incorrectly processing '/' in the hash value.
