Maintenance updates

• update README.md
• poetry install auto-renamed pyproject.lock to poetry.lock
• poetry update updated dependencies
• pyproject.toml:
  • update description
  • update classifiers (license was wrong and dev status reflects stability)
    • also updated version to reflect dev status
  • move isort config into this file from tox.ini
• tox.ini: move flake8 config to .flake8 (basically a rename)
• add .editorconfig to enforce final newlines
• run latest black and isort
