The Privacy Provider is not correctly implemented.

In addition, as the plugin sends the personal user information (IP) to the external service, the external location link should be defined in the plugin (https://moodledev.io/docs/4.5/apis/subsystems/privacy#indicating-that-you-export-data-to-an-external-location).
