The "impact" of the swing should be synced to the swing speed of the tool. Related to #1137

The recent playtest has told me that nobody really understands how the tools should be balanced, and the recent changes to the balancing feels more like something that solves a temporary problem rather than something that's planned out. It's fine, as it's Pre-Alpha, but we can't let it stay forever. (cough cough minecraft)

What if. The slow swing speeds return.
BUT.
If you break a block with one swing, it'll also damage the block behind it?!
