add /reload command

Description

Command that resends all the assets to the client, and the entire world.
Useful to quickly testing modified asset without reopening cubyz, (and for potential future server owners (a.k.a me))

this is also important for some reloading options on settings changes and as an option for biome creators to reload biome changes while in-game.
