What should be the correct behavior?
I would opt for completely avoiding actual block updates within pasted region, IMO it should be atomic and force exact type and data values. For example branches, which do not connect to leaves, should keep the connection state they were copied with, effectively making it possible to connect them to leaves with commands.

Yeah, and I think it's fine to leave invalid rotation modes at the edges.
(and maybe you could also combine this with bulk data transfer, so we can also get down the number of mesh updates to from one per updated block to one per updated chunk, you'd still need to do the light updates though, but there are also opportunities to optimize there)
