Make diamond and coal ore place-able in survival

Or I guess we could also make diamond ore be the same as diamond as an item, so you could basically just put the current diamond item back into the rock.

This would be preferable, though I imagine it could leave a lot of griefing potential. Perhaps diamond should be "rough" at first, which can be placed back into blocks, then you have its material variant which cannot.

I think it's important for all ores to be able to be put back, for decorative purposes, as well as that having the ore block and the ore material as one item saves a lot of space.

Ore blocks and ore drops should just be the same item, like iron ore. Then once we have #973 "cubyz:diamond_ore" can just be "Diamond"
