Remove CI on draft #75
Description
CI on draft is almost useless asides from checks like secrets (delegated to Git hooks) and signature verification which can be delayed until the PR is ready for review. Also GitHub bills rouding to the nearest minute which makes it even worse.
Even though there is no clean way to avoid running workflows on draft (e.g reviewdog/action-eslint#29) , is it possible to play around it a bit in a way which would work for most cases.
