Convert 'print' to 'Test::More::note' in stat.t and t/Watchdog.pm. Require Test More 0.84 to get 'note' function per feedback from Tony Cook in Perl#19322.

Problems with
stat.thave been reported in #19321. This file, however, lacks descriptions for all its tests, so it can be difficult to figure out where you are in the file when debugging.To facilitate debugging, let's provide rudimentary labels for all tests.
