`riscv64` trixie builds

Unfortunately, our singular riscv64 build server in Docker Official Images is unable to complete any of the perl image builds. We have a 3-hour time limit on all builds (to ensure things don't get stuck and prevent resource monopolization) and none of them are able to complete in that time. Is there anything that could be skipped or changed on riscv64 builds to help them complete faster?

Hi @yosifkit, thanks for the report! Will take a deeper look this weekend - a quick glance now make me think we could disable the bundled CPAN module tests for this arch, but not sure just yet...

In Docker Official Images, we recently moved to new ARM builders (on Debian Trixie instead of Bookworm) and started seeing Perl image build failures on arm32 (😮) along with a few other random failures like busybox on arm64. So, after much digging we found that the root cause was that on Debian Trixie, the nofile limit was set much higher (about 1 billion). After reducing that for Docker containers/builds, there were no more failures on arm32!

TL;DR: The good news is that this was also an issue on riscv64 which has always been on Trixie. And so now the riscv64 Perl images are built! 🎉 🎊
