Bug: Werkzeug 3.x incompatible with Flask 2.2.3
Upgrading werkzeug to version 3.1.4 while Flask remains at 2.2.3 creates a dependency incompatibility. Flask 2.x was designed to work with Werkzeug 2.x, and Werkzeug 3.0 introduced breaking API changes. This version mismatch can cause runtime errors when Flask attempts to use changed or removed Werkzeug APIs. The PR description itself contains a warning about this issue. Either Flask needs to be upgraded to 3.x alongside this change, or werkzeug needs to stay within the 2.x series.
