Accomodate the updates to semantic search

We're pointing at a really old version of semantic search (Oct 2020) - the newest version (June 2021) introduces changes to the API route / JSON body schema required.

This PR involves will involve a couple of additional concerns

• Must merge possibly conflicting changes in Fallback for errors in related paper retrieval #1025
• Needs to point at an updated instance of semantic search (3581399f53a1efd460795098b432e3f7f36b88bd), not the one at semanticsearch.baderlab.org.

  • See https://github.com/PathwayCommons/factoid-docker-config/tree/development which will run on dev only
