INDRA db: endpoint with 'latest' path no longer works

The env variable INDRA_DB_BASE_URL points at https://db.indra.bio/latest/. Seems like the latest part no longer works.

The one without the path (https://db.indra.bio/) works and seems like the publicly advertised one so we should 1) use this one and maybe 2) consider making this variable configurable in the docker

We should bring this up with Ben.
