Frostblink's stats ice_dash_cooldown_recovery_per_nearby_normal_or_magic_enemy and ice_dash_cooldown_recovery_per_nearby_rare_or_unique_enemy were unhandled. This fixes that and uses Configuration pane's Is the enemy a Boss? to set appropriate condition to determine which CDR to use.
