Changes:
Action speed
Action speed now does not go below 0
All mods that previously used the flag "cannot be reduced below base" now sets minimum to 100
Maximum action speed applies after minimum, this may not be accurate to in game but we have no way to test it atm.
Trickster
Added support for One Step Ahead (action speed), Soul Drinker (leech on full ES), Spellbreaker (extra suppressed damage on full ES)
