Remove bonechill config as it is always based on either enemy chill or
chilled ground/skitterbot chill. Its basically just boolean that scales
with chill effect on target so it cannot be different from actual chill
on enemy.

Fixes #3083

Fixes #4413 #3083 As this was related to bonechill causing skitterbots to scale with generic ailment effect of respective types.
