Cluster jewel increased effect rounding issue

• What happened?

PoB is not giving the correct amount of chaos resistance from my jewel.

• What steps will reproduce the bug?

Make a jewel with 35% increased effect of small passives and an explicit stat that's the same as the enchant, and put it on your tree.

• Does it reproduce every time? If not, why so?

Reproduces every time.

I wanted to make a new issue regarding this problem but noticed there already is one 4 year old buried really deep.
It seems that PoB isn't calculating the increased effect of any explicit mods at all. Here are examples of 2 similar jewels, one with inc effect and one w/o but with the implicit compensated. In theory the inc effect jewel should be better because it will give minions more attack/cast speed but the dps display shows exactly the same number for both jewels. Same thing with the dexterity, because of that the dex displayed in the stats window is inaccurate.
