Microsoft Security Advisory CVE-2025-30399: .NET Remote Code Vulnerability

Release a new version of ServicePulse including the runtime from the Microsoft Security Advisory CVE-2025-30399: .NET Remote Code Vulnerability.

There are no code changes. The new .NET Runtime is included as part of the build process.
