`SEQ_CFLAGS`, `SEQ_LDFLAGS`, and `SEQ_LIBS` will be used for setting the compile, link, and library flags, respectively to be used to build the sequential utility programs, i.e. `cdfdiff`, `ncoffsets`, `ncvalidator`, and `pnetcdf_version`.
