Attribute Swapping works even when disabled

Expected behavior

Attribute swapping should no longer work on versions 1.21.4 and above, because the config is supposed to disable it.

Observed/Actual behavior

You can still Attribute Swap to get a fully charged axe hit, deal more damage with maces, etc.

Steps/models to reproduce

1. Attempt to attribute swap on the latest version.
2. It still works.
