Update PyTorch documentation URLs from old format to new format: - `docs.pytorch.org` → `pytorch.org/docs` - Simplified API paths Updated files: - torch.nn.Flatten (PaddlePaddle#75) - torch.nn.Unflatten (PaddlePaddle#76) - torch.cuda.set_per_process_memory_fraction (PaddlePaddle#77) - torch.Tensor.ge_ (PaddlePaddle#79) Note: torch.inference_mode (PaddlePaddle#78) already uses new format, no change needed.
