Need Python API to save models in refactored Paddle

Currently, `variables` can be saved by `save op` (in review: https://github.com/PaddlePaddle/Paddle/pull/4602) and `ProgramDesc` can also be easily serialised and saved. However, we don't have a unified Python API to invoke them.
