Add document for how to run unit test in new_op_cn.md

At the bottom of https://github.com/PaddlePaddle/Paddle/blob/develop/doc/howto/dev/new_op_cn.md, we already have instructions about how to write unit test programs, we still need instructions on how to execute them.
