[Speculative Decoding][MTP]Update extract_mtp_weight script and optimize config

Motivation

1. 提取MTP权重时，即使只有一个 shard 分片，也生成 model 的index.json，以正确使用 load_ep 功能
2. 删除 config 里的max_chunk_len 用法
