PWSH Crash when creating new db using master key

Running version 2.1.3.0 with this script

$newDBPath = "C:\NewDB.kdbx"
$password = ConvertTo-SecureString "test" -AsPlainText -Force
$credential = New-Object System.Management.Automation.PSCredential ('root', $password)
$keePassDB = New-KeePassDatabase -DatabasePath $newDBPath -MasterKey $credential

Getting this crash and error:
