LastTopicView could have dupe entries, Dapper chokes on SingleOrDefault

This could be a race condition, a lack of transaction scope, dumb luck or lack of db constraints. Easiest fix is just to change the query. Have only seen the error once in production, but the performance risk of the easy thing is not a problem.
