Add Material Management requirements

Summary

Adds the initial set of requirements for the Material Management Module in the Framework.

This set of requirements is already based on multiple planed applications and their specific use cases.

@1nf0rmagician should we target feature/material-managemt as long living feature branch (with unreleased ci packages) (as discussed some weeks ago)? Or do you think the requirements/specs can go directly to dev?
