Create moveable tic tac toe

Rules of game are as follows:

• Initially, each player takes turns placing 3 movable pieces anywhere on the board.
• After that, a piece can only be moved to an empty, adjacent square (diagonal included).
• A player can't pass; he/she has to move when it's his/her turn.
