add openlifu python dependency

Include OpenwaterHealth/OpenLIFU-python as a dependency for this extension.

The way we can do this is to have a function that checks whether the python package openlifu is installed, and if not prompts the user and goes through the install procedure. This check can then be added to any logic that that needs openlifu. When using the extension through our custom app (OpenwaterHealth/OpenLIFU-app), openlifu will hopefully be bundled with the app so this check would always pass.
